Temporary Residence Permit and the Permanent Resident Card of the Russian Federation

Foreign nationals willing to have the documents arranged that authorize to reside and work in the Russian Federation without any restriction, apart from the work permit and visas, may apply for 2 types of the document. Both these documents shall render a foreign national as a resident of Russia.

1. The Russian Federation Temporary Residence Permit is the document providing a foreign national with the opportunity of residing and working within that constituent unit of the Russian Federation (region, city of federal significance, republic etc.) where that document has been issued. For example, with a Temporary Residence Permit issued in Moscow, one may reside and work within Moscow; with that issued in Moscow Region, one may reside and officially work in Moscow Region. The foreign nationals residing temporarily within the Russian Federation (i.e. the foreign nationals with an issued Russian Federation Temporary Residence Permit) may travel across the territory of the Russian Federation, but one may get officially employed only within that region (constituent unit of the Russian Federation) where such Temporary Residence Permit has been issued.

The Temporary Residence Permit is issued for 3 years and not subject to prolongation. Thus, upon expiry of that period the Temporary Residence Permit shall be issued all over again.

A valid Russian Federation Temporary Residence Permit allows having a multiple visa issued for the entire validity of that document, without any restrictions in terms of entries, departures and duration of stay within the Russian Federation.

The Temporary Residence Permit is subject to quota. This means that only a certain (limited) number of foreign nationals may have it issued. Only the following categories of foreign nationals may be granted the Temporary Residence Permit outside the quota:

a) those married to a Russian Federation national domiciled in the Russian Federation;

b) those having unemployable ascendant immediate relatives (parents) – Russian Federation nationals domiciled within the Russian Federation;

c) those born within the Russian Soviet Federative Socialist Republic and possessing a USSR nationality at the time;

d) unemployable applicants whose employable children are Russian Federation nationals residing within the Russian Federation.

The Russian legislation may come up with other reasons making it possible to obtain the Temporary Residence Permit outside the quota, including the cases when a foreign national’s child is a Russian Federation national or arranging a Temporary Residence Permit for a child together with the parents etc.

We kindly call your attention to the fact that a foreign national is obliged to get registered at his or her domicile in that Russian Federation constituent unit (region, republic, city of federal significance etc.) where such document has been issued within 7 working days following the issue of the Temporary Residence Permit.

2. The Permanent Resident Card of the Russian Federation is the document authorizing to reside and work across the Russian Federation. Actually, the Permanent Resident Card provides foreign nationals with the rights and obligations similar to those of the Russian Federation nationals, except for the military service obligation and political rights (the right to vote in elections or run as a candidate for a certain public office).

The Permanent Resident Card is valid for 5 years with unlimited renewals every five years. With the Permanent Resident Card available, no Russian visa is required.

The main requirement for the Permanent Resident Card formalization is the availability of a domicile-registered Russian Federation Temporary Residence Permit and the residence under the Russian Federation Temporary Residence Permit for at least 1 year. Only the nationals of the Republic of Belarus and highly qualified specialists (the specialists officially employed by Russian companies with the annual income of at least 2 million Roubles) need no Russian Federation Temporary Residence Permit for the formalization of the Russian Federation Permanent Resident Card.
